I've never been a Roy fan, and the only two times I've ever rooted for him were in the Tarver rubbermatch and that fight in Idaho (IDAHO? I still can't believe that), but I have to vote 'yes' on this one.
His wins over Hopkins, Virgil Hill and Clinton Woods are getting better with age, and of course winning an alphabet belt vs. Ruiz in such dominant fashion was impressive, as was his win over Tarver in their first fight showed him digging deep to pull out a big win. Of course his mastery of James Toney was one of the best wins of his career as well.
Critics of Roy will make excuses for Hopkins (he wasn't in his prime yet) and Toney (he was weight-drained), and while both of those may be true, neither one of those things is Roy's fault.
I am no Roy Boy, though, and I was upset that he refused to finalize a rematch with Hopkins after Bernard stopped Tito and I also thought it was weak of him to beat Ruiz and then run from Lennox Lewis (he wanted to fight the past-their-primes Holyfield and Tyson). I also wish he would have fought Darius M. for the lineal light heavyweight title, but you can't have everything.
Roy is an all-time great, but not without his *****...but then again, what fighter has there ever been who doesn't have *****?
i cant put him in with SRL, SRR and Ali... there were just too many times where he fought horrible comp instead of fighting better guys.... he used the belts as excuses to fight bums, but he was #1 P4P and didnt need the belts... he could have let them go to fight some worthier guys
And Floyd has not "dominated top competition in different weight classes." That's just not true.

Roy never made big fights happen aside from the Toney fight yet Mayweather just fought in the biggest fight of all time and was the one aggressively pursuing a junior middleweight.
He didn't fight the best competition in the welterweights. I'm not saying it's his fault or that he wouldn't win, but his competition above 135 before De La Hoya was less than stellar. Baldomir is the one necessary fight he made, and it's not his fault that he hit 147 in time to meet one of the weaker champs that division has had.
Maybe you could say the same about Jones (viz., not fighting great competition at LHW), but I don't rate Castillo and Corrales on the same level as Toney and Hopkins. That's enough to give the edge to Jones.
Plus an exciting knockout beats even a shutout UD in my book.
