Will they have the decency to let Bart Giamatti in too after succumbing as a 51 yr old from the unrelenting pressures of what is the most highpowered controversy in all of Baseball?
Prob not, but here is a good summary of a modern poll on the subject with the specifics of the rule and the agreement Rose signed.

Btw, retired Mantle and Mays both served one year suspensions for being too cozy with gamblers, and no evidence Shoeless Joe Jackson ever bet on baseball, but we have 2 Legal indictments, one thrown out by the court and the other with the WhiteSox players being found not guilty in the other.
Joe never whined or cried like Petey because he was in love with his beautiful wife whom he ran successful businesses with as he made more $$$ playing minor league ball all the way into his 40s than he could in the MLB.

He also had a season to rival his 3 best seasons starting as a rookie with the WhiteSox who were notorious for paying pauper wages back then.
