Its not even up for a debate. Pacquiao has beaten not the best of his division but fighters that are recognized as the sports very best.
1. Barrera I
2. Morales II
3. Hatton
4. Marquez II
5. Dela Hoya

Pac fought in much more divisions (although not necessarily beating any fighters that were genuinely bigger) and has more titles, but I don't actually think he fought anyone that was better than the guys Harada fought.
Still, with more titles etc etc, comes greater things so it's hard to say anyone but Pac is now the best.

I don't think anybody on Pacs resume is better than Jofre, but I agree he has surpassed Harada in Legacy and overall accomplishments.
