fight Wills, or find another state to fight in. He chose the latter. Another match
fell through in 1926. When Dempsey lost to Gene Tunney that year, and Wills,
then 37, lost as well, talks of the match ended, as did Wills’ shot at the title

The events you are talking about must have been after Dempsey already lost the championship. Wills was contracted to fight Dempsey and Dempsey broke it to fight Tunney, and lost. It was after that when Wills lost to Sharkey by DQ.
So if at that time Wills was offered a fight with Tunney, that would mean Rickard was offering him a fight for the Championship. We all know that didn't happen. When Dempsey fought Sharkey, Dempsey wasn't the champion.

Newspaper polls and fans don’t dictate opponents, otherwise Johnson would have given title shots to Langford, Jeannette and McVey. They all insisted he didn’t, despite what your incorrect sources claim. Mayweather once started a poll for who he should fight next; Maidana or Khan…fans overwhelmingly chose Khan yet he went with Maidana who was robbed in their first fight.
