What is a fact though is you can't prove the circumstances of the accusations therefore cannot say it was intentional. It may have been in some circumstances, we don't know.
Using elbows and hitting behind the head should be tier one if intentional. Don't see how it could be lower.

Paul Gallico sparred with Dempsey,Jack was taking it easy on him Gallico said ,but Dempsey still rabbit punched his a few times,as though it was, "force of habit"
Tunney complained that Dempsey rabbit punched him several times,I don't recall him ever saying Greb fouled him.

Billy Conn,.considered a standup stylist recalled hitting Bob Pastor low and Pastor complaining to him,Conn said he replied,"why you big baby,now I'm really going to hit you in the balls".
Greb fought at such a frantic pace and threw punches from so many odd angles,it must have been very difficult to judge which were fair blows and which punches "strayed,"

I was shocked when I finally saw Armstrong fight. He was using his head to push his opponent off balance. Kept his head right on top of his opponent the entire time. Not actually butting but certainly using it to gain advantage. Not sure if that would fly today.Ivich likes this.
