George Foreman lost to two people in his prime. Muhammad Ali and Jimmy Young , The same Jimmy Young who most people think beat Ali as well. Neither Young or Ali fought anything like Louis. Louis looked good against really small guys or slow, crude, bigger guys like Max and Buddy Baer, Primo Carnera and Abe Simon. Foreman is far superior to any of those guys in skilled, power, strength and chin. Joe Louis was knocked down and hurt by sub 200 pound guys. Hell 170 pound light punching Billy Conn had Joe Louis hurt. George Foreman would brutally stop Louis in the first round.
But you will have these sad little people who will tell you that Louis would win because Burt Sugar (or some other simpleton) said Joe Louis was the best heavyweight of all time. Joe Louis isn't even a top 100 heavyweight of all time. Again Joe Louis looked good because of the low level of opposition he faced. If you honestly can't grasp that if you put any half way decent fighter from the 1970's, 80's, 90's or early 2000's against the same opponents that Louis faced that they would be undefeated then you really need to stop watching boxing.
