Who was the worst Heavyweight Champion ever?

I second Valuev even though he's not on the list. He has about a 100 pound weight advantage on most heavyweights and still can't do anything. Infact my vote is for John Ruiz and he took Valuev the distance. Hiw sad is that,

I previously siad that Briggs was the worst champion ever (and I am only including linear champs) but I said if he beat Ibragimov I would change my mind, but in lieu of that, Briggs never trained for the fight and junked his career. The fight was a microcosm of Briggs' career amd he proved to me to be the worst champion ever.
