Seldon wasn't THE Champion but he gets my vote. He didn't win, or lose the title like a real champion. And atleast the others are famous.

Agreed. Bruce Seldon without a doubt is the worst. I don't think he could have beaten anyone on that list, and his "hairline" knockout against Tyson was just disgraceful.

Douglas was not the worst when he won the belt. That would have been a decent champion had he kept it together, and an interesting extra in a 90's division that should have been.
