Leon Spinks was pretty bad, and Buster Douglas.

Not sure how one could rate Leon Spinks pretty bad. Most would say he wasn't pretty, but he hardly ranks in the bad boys of boxing list.

Concerning his skills and performance, he did beat Muhammed Ali for the title.

If the selection is based only on their performance as a heavyweight chanpion,
then all champions that lost the title in the first defence must be rated as a poor champion. Tough to say any one is the worst of the poor champions. Even
Primo Carnera didn't loose the title in the first defence, but Max Schmeling
lost the title in his second defence, However, Jack Sharkey lost the title
to Primo Carnera in his first defence. Also, Marvin Hart won the vacant title then lost it to Tommy Burns. Ingemar Johansson won and lost the title against Floyd Patterson.
Tough to rate Spinks worst than Hart, Sharkey and Johansson.
