I believe he was scared of losing to Pacquiao, yes. There is a reason why Floyd such became so adamant about drug testing all of a sudden. He saw the way Manny annihilated Hatton and Cotto, got spooked and demanded of Pacquiao something that he had never demanded of any other opponent. Of course Manny may have been on something but because of what we now know about USADA corruption and the IV scandal you would have to be an idiot or a fanboy to deny that Floyd was probably on some **** too.
By your logic, any fighter could have been on something. Why throw out accusations without proof? It is possible to have corruption and fighters who follow the rules at the same time.

Will it define mannys ATG status? I don't think so, at least not by much, if any(Manny didn't have a reputation for ducking anyone at the time, though his camp is definitely keeping him away from Crawford). Floyd probably gets the bigger hit, since there was already suspicions of ducking/cherry picking(lets be clear, everyone does it) throughout his career.
I would contend if floyd didn't have that reputation, and lets say because he took more risks, he ended up with 1 loss as a result, his ATG status would be higher than it is now(my opinion).
I really have no interest now. The first fight was 5 years late and then it sucked. Now they are 40 and Floyd is retired. I’m sure if they did though I would end up buying it lol.

Just think: Floyd had agreed to all terms for the fight when both were close to prime...and it all went down the drain just because Pacquiao didn't want to agree to the testing.

It was a negotiation. Both camps jockeying for terms. People blame both camps for not making it work. Definitely enough blame to go all around. Wrong to pin it on one side, especially when ppl on the other side think floyd threw the blood test in there in order to derail the fight. They would equally claim that action as "shameful".

Random testing is now a commonly accepted and respected standard in boxing.
But why did Pacquiao 10 years ago come up with every reason in the book to not give blood for a few years?

History shows there was fault on both sides during the negotiations. So no, boxing fans shouldn't overlook it, but if people crucify manny for taking PED's without proof(and no, not taking a blood test is not proof), then thats a bigger travesty.
At the end of the day, they fought, and floyd won. Timing will be suspect, and ppl's respect for both fighters somewhat diminished since the fight was a dud, but its over now. And in the end, at least for me, it felt like we all lost after that fight was done.
