Can Ward become THE #1 guy? Absolutely and he has the tools. 1 fight in several years(which wasn't at 168) on top of mediocre comp in the last few fights does 't make you #1.
If you arent counting Froch and Ward due to inactivity (i still do), then Degale is no.1. Abraham.and Steiglitz have done jack **** at smw other than beat each other.

Ward is good, but his reputation far exceeds his body of work. Lost the second half of the fight Vs Froch, headbutted Kessler outta there, and beat a severely weight drained Dawson, who has since gone on to be proven to be a bit of hype.
Let's see him beat 4 of the young gunslingers: Groves, DeGale, Callum Smith, Andre Dirrell, and maybe beat Froch on the road - THEN he may be worth the props he's been getting.
This is still a very rich division (AA is a bit of a joke as a beltholder), and if Ward moves to 175 he'll be crushed by the top 3, Kov, Beterbiev and Stevenson.

Callum Smith is painfully average. Rebarasse was just a tough guy walking forward. Anyone with decent footwork gives him nightmares. Degale would beat him down for a stoppage like he did vs the older one.
The only chance Smittys have against Degale is all four jumping on him in an alley in Liverpool.

Well DeGale beat Dirrell and won the IBF title. Abraham has the WBO title, Jack the WBC title and Ward holds the WBA title but has not defended it at the SMW limit against a live opponent since the Super Six tournament. Ring stripped Ward of the RING title for inactivity, with very valid reason. Ward is currently fighting at LHW and has not decided what he will do for his next fight so he does not figure in the SMW picture at all.
Abraham has had his title the longest, I believe, making him the choice for #1 in the division until someone comes along and defeats him.
Basically the SMW division is a trash heap.
1. Ward
2. Froch
3. DeGale
4. Andre Dirrell
5. Abraham/Jack
is how most people should have it.
Not sure Froch should still be there, but it's not like anyone has staked claim to that spot. This is how I see it, too.
if degale is indeed no.1 it is largely by defaults, due to ward having not fought in the division for over 19 months, froch on the verge of retirement and groves having no title.
so in that environment, who is better than degale? no one.
