The case is being made that right after Obama installed sanctions on Russia for meddling in the election, someone on Trump's team told Flynn to tell the Russkies not to worry and not to retaliate. The Russians didn't retaliate and Trump immediately tweeted a thanks to Putin calling him a "smart guy".
If this was BEFORE the election, could it be somehow construed as collusion or interfering in US state relations with a foreign power? If it was AFTER the election then Trump could do it, although maybe not before being sworn in.
Either way surely it can't be considered as a "high crimes and misdemeanor" issue. Embarrassing, sure, but Trump cannot be embarrassed by any moronic thing he's done...he'd already proved that point.
