In North Korea, the cabal thought they could take some novel actions, not appreciating the full complexity of the situation. North Korea is a geo-political manifestation of the tensions owing to intersecting interests among Great Powers. This is in essence the history of the Korean Peninsula, nestled between China, Russia, Japan; as well as American influence spheres.
They did force China's hand. North Korea can't really do anything without the default support of China, because the country essentially can't exist without China. China could be assisting their weapons program. The US would be aware of that, but wouldn't state so publicly.
China is governed by committee, essentially. Basically, a committee of men meat, and discuss ad-hoc policies. China is not responsible for the present escalation, and is instead reacting. And to be sure, I don't know of their actual role.
The US already deadlocked in a war for control of the Korean Peninsula. China poured millions of troops across the North Korean boarder in order to hold the 38th parallel. China rebuffed the US invasion, at a cost of 400,000 Chinese troop casualties.
There are many proverbs said by economists, one of them is this: The road to hell is paved with good intentions.
This phrase is basically an indictment of idealism, and Steven Miller is definitely a particular type of idealist.
These people do not operate based on real-world facts, but rather on the basis of their perceptions, which are formed by looking at the world through tinted glasses. This is a simple recipe for folly.
