So if I gained weight I could be around maybe 170 or so, but the most I can cut is probably down to 154 if I really tried?

It's hard to know for sure without us knowing what you look like. If you can see that you're carrying some excess weight around your belly then you'll be able to lose fat and be lighter. But if you're already slim then it's doubtful that you have much more to lose.

What size waist are you? It would also depend on how big your shoulders are and how thick your torso is and your overall frame. It's not just about muscle either, for example Calzaghe is shorter than PWill yet fought 20+lbs above him despite the fact that Calzaghe isn't a muscular guy. PWill is obviously a pretty unique example but still. Pavlik and Taylor were the same height and weight when they fought, yet Taylor was more muscular. So it's sometimes hard to tell body type just from knowing height and weight.

If your aim is to cut weight temporarily (for a weigh in or something) then you can get lower by draining yourself in the same way that boxers sometimes do, but you won't lose any fat doing that and your weight will return to normal a day or two afterwards. If you've never tried to lose fat before then it's probably that you can lose at least a few lbs, but if you've been dieting for a while and haven't noticed any progress then it's possible that you've gone as low as you can healthily go.
