Should be a hard rule that you must defend your title twice a year and one of those defenses must be against a mandatory the other can be a vounteer defense, NO EXEMPTION. If you are injured or cant defend your title inside that timeline you get stripped but can be the #1 Mandatory trumping the already #1 Mando.
