Paul is the same age as cotto, but has more fights against weaker opposition.
SO JUST CHILLAX WITH THE COTTO HATE CHUCK.
Its not like Paul isnt trying to fight more advanced opponents. They dont want to fight him. I got no love nor hate for Cotto. But I do want better fights from him, as I would any fighter. THe exscuse of "too tough a fight" has no place in boxing.
Now this signs like ducking to me. "too tough a fight"???
Well, that is my opinion. I think Williams is too tall, and has too much of a reach advantage, for Cotto to be able to beat him. Plus, he has quick hands. I believe Margarito is a more beatable opponent for Cotto since Margarito is a bit slower and doesn't have the footwork Williams has. Margo is more of a mexican brawler while Williams is more of a boxer-puncher.
Styles make fights and Williams style is all wrong for a short guy like Cotto or Sharmba.

So are you saying Cotto would lose? Also, should fighters choose oppoents on their chance to beat them, or face all comers?

Well, yes, I would pick Williams to win the fight. But, as in all boxing matches, there are no givens. Anyone can win.
To answer your second question, I believe Champions should fight top-10 ranked opponents ONLY and, amoung them, he can pick and choose which to fight unless he's got a mandatory, where he has to fight the highest-ranked individual who's available.
Boxing is a sport but it's also a business. Just because there is someone calling you out doesn't mean he deserves a shot. On the same note, just because someone is ranked in the top-10 in your division, it doesn't mean that fight will earn the kind of money boxers deserve for putting their life on the line.
Boxers can be divided by those who fight for pride (the old-school, if you will) and those who fight for money. There are some who are in the gray area, but most fall into one of the two categories. Take Rahman, for example. He said he'd have taken the Oleg fight for 15 or 25 thousand just to avenge his loss. That is fighting on pride. Where as others out there refuse to fight the tough fights regardless of the amount of money they're given (take Hatton, for instance, and him pricing himself out of a PBF fight by demanding $13 Million). He's not fighting for the pride or for the glory (not that that is wrong, either).
