These are the best fighters at/around 130 and 135: Davis, Lopez, Shakur, Lomachenko, Haney, Garcia, JoJo. At least the ones with a name. I don't see anyone Davis has avoided or is avoiding.
Lomachenko? As Davis says, promotional divide is preventing it.

I think Davis analyzed his competition well in the interview. If we could get all these 135 pound superfights within 1.5 years, that would be great. There are some guys at 135 rising up the ranks as well that look solid that could join in the fun. Romero though is a flop. But there are others coming along.
