That isn't what I said and would be impossible or next to in a practical sense but in general yes they need to have overall sense of the combined effectiveness of all the clean punches landed by both guys, so whilst they might not have a precise count they should know at any given moment in a round whose punches have been more effective in total.

I don't understand any way you can interpret that differently from understanding that every clean punch should ideally be figured into the result. That's coming from the dudes who set the standards for training and certifying all US boxing officials.
