I think the choice of words are slightly out.. I don't think his team are swerving fighters as such but with such a huge deal and and loads of fights left on it they are carefully selecting those fights to maximise revenues.
P4P is debatable like anything and best to come out of México? Not for me, although with how marketing, internet and the way people get transfixed with the use of social media platforms then I would say near on most popular.

You would need to be very ignorant of boxing matters to even classify Canelo as pound for pound material. The guy is not and Canelo would be having 5 or more losses if he was not being favoured by judges. Canelo would also be having even more losses had he been matched with some of the best in every division of his. There was really no need to fight the likes of Amir Khan among others.
Regardless of what you say Canelo has too many controversial fights to be pound for pound. You need to dominate fights and come out convincingly as the winner consistently not leaving people thinking you were favoured. Look at people like Roy Jones and Mayweather, you might not like their style or personality but you can’t deny they beat their opponents.

Dude was outclassed by Floyd and roughly on a par with Lara as a younger fighter and prime was eventually able to sc**** a controversial W against an older but not shot Golovkin. It makes him very damn good in my book but not stratospheric .
I don't do P4P but I do consider him amongst the best of the current crop and he is possibly improving. If there was a level playing field in terms of opportunity and exposure in boxing though I suspect he'd just be considered very good rather than exceptional.

Without getting dragged into an essay about how Canelo will be remembered or if he is currently P4P 4 things immediately spring to mind when I think about his career.
1) Intense and dedicated, he's made massive improvements along his journey (granted, all top fighters do) and is rightly recognised as a top operator.
2) Way too many fights made at catchweight in order to gain an unfair advantage over his opponents. This definitely takes away from ATG status where genuine greats take on all comers in all shapes and sizes.
3) Failed drugs test for clenbutoral which made point 2 even more advantageous for him as I'm fairly sure (lot of documented evidence to suggest) he didn't get popped the very first time of taking.
4) Has benefitted from some of the most appalling score cards in the history of the sport. We all know against which fighters. But a special mention to Judge C J Ross who scored the Mayweather fight a draw. That for me is the worst in the history of the sport and wow, what a statement that is!
