The UFC has 400 or so of the best fighters & prospects or entertaining personalities in the game. Any boxing promoter with that sorta roster could do the same. Most boxing promoters we talk about might have a couple to a dozen such guys max & the biggest players in boxing might have 40 or so such guys.
Also the culture of boxing is different. In most MMA leagues, of which the UFC is the biggest & best, the goal is to make evenly matched fights from fight 1 of a guys career more often than not. You'll see a few heavily promoted guys or guys with drawing power or potential drawing power be matched more cleverly (Michael Venom Page being one of the best examples these days). But in boxing the goal seems to be to make a sellable or talented guy as big as you can with 15-30 basically setup fights to start his career & than gradually match him tougher from there til he'll win a title or get a title shot. If you aren't a guy deemed sellable or talented in boxing you'll more often than not be over matched from day 1 vs put in more evenly matched fights in MMA to entertain the audience.
That's why guys in MMA can be created more organically & often have some L's when they reach the world class level. In boxing it's almost a novelty for a world class guy to enter that level with a few L's & much more common for them to enter as a undefeated prospect with questions on him & lil proven about his abilities.
