Pacquiao faced SSM much later. And Freddie Roach has admitted that they avoided fighting him earlier because he was too dangerous. Once again Pacquiao waited for the right time.

Mayweather was always going to beat Pacquiao at least 8 rounds to 4, with Pac’s best probably being winning 5 rounds out of 12. At his very best.
So writers and some fans can imagine the magical time of 2009-2010 when this fight was supposedly gonna be a barn burner or something, but is is all imaginary in the end.
Imagine: 2009 Manny, fresh off the Hatton KO, NO strict drug testing. Let him know in advance when they're coming, free use of Toradol to numb his body to pain.
That would surely have guaranteed a barn burner, wouldn't it?

A fight that indecisive and lacking in actual combat demands a rematch.
It was such an awe-inspiring spectacle though to see those two in the ring. They did play a good game of chess with each other, although mostly pawn action. A general view..not necessarily just Floyd n Pacman.
When fighters are at the prime/top of game, the board's should insist they sort fights out. Everyone dodging each other at some point isn't giving paying fans what they want to see. It's fine milking the situations they are in but fans want to see who is the best when fighters are at the best..

I'll never forget that moment in Feb '15 when it was signed. I clicked onto the BS main page and it wouldn't load up, which wasn't a normal thing at all except during huge fights. Kept clicking for 30mins more and realised "Oh shit, something's rumbling in the world of boxing..." Then went to a smaller forum and there it was. It was fucking happening.
The sport of boxing, as a special event, peaked in that time. I don't think we've seen, or ever will see, anything like it. Fury–Wilder and Alvarez–Golovkin had shades of it, but in the end weren't even close.

I love how some people are STILL trying to blame Floyd for the fight not happening in 2010, knowing damn well that Manny claimed to be "scared of needles" in those days. Yeah, the Pacquiao who already had a few tattoos by then, claimed to be afraid of needles, and "weakened" by blood tests.
Fact of the matter is, not only did he end up taking those very same tests in 2015, but got the back end of a 60/40 split, as opposed to the 50/50 he'd have gotten in 2010, before getting iced by JMM, and looking terrible against Bradley. As others have mentioned, Floyd would've dissected him in March 2010 even worse than he eventually did in 2015. There's a reason why Arum and team Pac were making so many excuses around that time period, to NOT fight Mayweather.
