Pac went through 8 divisions because he started off at lower weights and it's not the 8 divisions that set Pac apart from everybody else at least not entirely. I think the argument for who has the better legacy is best defined by level of competition at different aspects of the careers in comparison to the other.
Truthfully most boxing fans should agree that either one stands out from most any fighter in boxing history. Both are bare minimum top 10 of all time or higher.

What are you even talking about? "Money" Mayweather is a natural 140 fighter who just didn't cut weight. Why would Floyd ever need to go 20 pounds and 3 divisions above his natural weight to be compared to Pacquiao. Pacquiao fought a natural 147 pound Margarito at 154 to just get that paper title at 154. Im sorry but you can have your opinion on who is greater but talking about Floyd not moving up to 160 and fight Jermain Taylor in 2015 to become a paper champion at middleweight is not a valid reason just because Pacquiao did that at 154. Really who would even care if Floyd beat a shot Jermain Taylor?
