Williams never had a problem making 147, but the only top welterweight that fought him was Margarito (who probably used loaded wraps against Williams). Williams won, and looking at where Williams & Margarito went after their fight shows how avoided Williams was by everyone at 147.

    - Margarito went on to cheat a win against Cotto, got TKO'd by Mosley, lost to Pacquiao, then got TKO'd by Cotto in a rematch he didn't deserve.

    - Williams went on to lose his next fight by UD to Carlos Quintana, and then avenged it by first round TKO, but none of the top Welterweights would fight him so he was forced to move up to 154 & 160 and had to fight Sergio Martinez, the lineal Middleweight champion that was P4P. He fought Erislandy Lara (with no catchweight like Canelo), a light middleweight that was the only fighter even more avoided than him. Then, Williams was set to fight Canelo at 154 (no catchweight like Mayweather).

Williams was younger than Mayweather, Pacquiao, Cotto, and Mosley. He should've stayed at 147 and waited them out. I would've loved to have seen Mayweather and Pacquiao fight someone who was over 6 feet tall and had a wingspan that 79 inches.

Yeah Sergio fought a welterweight because he was too scared to fight Pirog and GGG.

when PW called out Pacquiao at 147... and then 3 days later, called out Hopkins at 170...

I never took him seriously from that point on

he needed to settle on 154 or 160... and STAY THERE... nothing else was ever going to work

Martinez was scared of no man, that is just nonsense... and he was not a middleweight when he started fighting at 160, he was a junior middleweight

He didn't want sergio either at 154 until sergio had them yuri foreman knees...lol..thats the truth..fanboys need to accept cotto was the most overrated fighter...anyhow punisher was the boogie man

Young Canelo was signed to fight him just before his motorcycle crash.

Manny and Floyd were at least retired/not in the divison when Paul was at his height at welterweight. By the time they came back he had moved up. It would have been nice to see him against some of the other welterweights of the time, though, he was a dangerous fight.

Margarito was the only one with the guts, he deserves props for that.
