Who should be P4P best Pac or Floyd?

Ever since Floyd beat Castillo in the second fight, Floyd has not wanted to challenge himself. He has been beating up C level competition excluding Judah and Mitchell(B level) which was his biggest wins in the last 4 years.
Ndou, Gatti, Judah, Mitchell, Brusless, Corely, and Sosa. I mean come on, with all that skill is that all you can give us. Hes had plenty of opportunites to fight other top fighters for a long time, but he just seems to be scared of really challenging himself against tough fighters. I don't care if there not great fighters, but atleast fight someone who is willing to go in there and go to war. Non of those guys have any heart anymore including Gatti, hes been damaged goods for awhile.

Pac on the other hand has been taking on the best for awhile, Im surprise that Pac hasn't tried for and easy fight because hes been non stop for awhile.
Marco, JMM, Hector Velasquez was a tough fight while it lasted, Big size advantage, Erik x 2, and Larios.

In conclusion, It seems Pac is more deserving to have the p4p spot in my book. He may not be more skilled than Floyd, but he has the biggest heart, is willing to take on all comers to be the best. Floyd man up because Winky Wright I think is probably number 2 p4p right behind Manny Pac.

Well if you put it that way, Judah just came off a lost and fought Mayweather and Mitchell was knocked out by Kostya zu a fight before fighting Mayweather.
Like I said, P4p shouldn't really be based on skill, its should be the fact that you want to prove your the best by taking on all comers and beating them. If pac wouldve lose most of those fights then ya Floyd would be number 1or2 and Winky number right there and Pac number 3 but Pac hasn't been losing. Hes actually been there with the best and its always a war when hes in there.

lets say PAC doesnt improve at all and be ONE DIMENSIONAL FIGHTER.

given that he beat EM, MAB and Barrios in succession. you guys think he deserved to be #1 lb for lb ???

PBF obviously is the more skillfull fighter but it PAC bulldozes his way againts TOP caliber opposition isnt there a chance that he be #1 ??

P4P is based on skills though. It was based off Sugar Ray robinson. The theory is that if 2 fighters in different weight classes were to weigh the same, who would win? So it never was necessarily who fought the greater competition but who had the greater skills. Just think about it, whats hard for Pacman may be very easy for Floyd so u cant base that off on competition. Barrera and Morales may very well look like c level fighters if they fought the Wright,Mosley, and Mayweathers.

guy...Either Hector Velasquez and Oscar Larios really ****** or M Pacman is really skilled cuz he made them look really bad....and the whole size advantage (3-4 inches in height) is overrated....you could get a beter punching angle as a shorter man
