a lot of great fights never happened in weight classes.
Stevie Johnston vs Mosley at 135. Mosley jumped up 2 weight classes for a more lucrative DLH fight
Whitaker/Trinidad/Quartey: I'm talking about Whitaker when he still had a little bit left. Don King was protecting Tito from the two. Whitaker and Quartey was scheduled but never happened and everyone just wanted to wait for the DLH money fight.

Jones vs Michalczewski
Keith HOlmes vs William Joppy: Back when both were at 160 and champions, they kept talking trash to each other and even fought on the same card. King had both under contract and they had sparred together before. This was the fight I wanted to see bad in the 90s. During this time, Lonnie Bradley was the WBO champ and no one even recognized the WBO back then. HOpkins was the WBC and considered to be aging. But Holmes vs Joppy was the fight that should have been made.
It happens. It's happened in the past, it's happening now and will happen in the future. It was bad when there were 3 major titles. Now that there are 4 with the inclusion of the WBO, it's even worse. Naseem used to win titles and give them up to keep from defending them because he wanted to stay loyal to the WBO(as he claimed, but he just didn't want to fight anyone). And my examples are off fighters who were in the same weight class dominating.

Pac on the other hand $$$ or not, AGAIN; he earned it on his time. and once he choose to fight a young Lion, it means he is gauging himself how much he has on his tank.
