It happens. It's happened in the past, it's happening now and will happen in the future. It was bad when there were 3 major titles. Now that there are 4 with the inclusion of the WBO, it's even worse. Naseem used to win titles and give them up to keep from defending them because he wanted to stay loyal to the WBO(as he claimed, but he just didn't want to fight anyone). Bro, for the very reasons you stated is why people are chasing Pac. Pac needs to make it abundantly clear that he has no intentions on fighting these young lions, so they don't waste their time and pass up other fights (like how May trolled Khan for years).
