He was stripped afterwards. The deadline for making a deal with derev was after the vanes fight...so technically, by choosing to fight canelo again, he was stripped. Yes, he could have satisfied that mandatory by fighting him instead of vanes. The ibf was not going to strip him for failing to face the mandatory challenger on short notice after a scheduled fight was canceled...let’s not forget canelo getting popped and pulling out of the fight was the reason they needed to fight in September.
