If he was a US fighter, fighting in the US, he would have been perfectly ok.

That's not true. The rules on Oxylofrine are exactly the same in the US as they are in the UK, ... it isn't illegal except on the day of the fight. UKAD follows WADA rules on what is allowed and what isn't, as does USADA.

BJS couldn't defend his title because MSAC wouldn't license him, but he wasn't charged with a PED violation because he didn't break any WADA rules.

He should have notified the VADA officials then before he popped dirty. You have to remain clean throughout the entire testing protocol under VADA rules.

Not correct. VADA, who is who caught Billy Joe, have their own list and do not depend on WADA's. They busted Billy Joe because they don't have 'out of competition' versus 'in competition'.
