I don't know if he is as smart as Lance or not...And that is irrelevant anyways since he wouldn't have to be as smart as Lance to juice and cycle off on time before the testing begins. What if Broner is also juicing but has never tested positive? Would he have to be as smart as Lance as well to get away with it?
