No. It's nothing like the WBA super champ. This tag is a do whatever you want designation. The WBA super champ still has mandatories every 18 months. The franchise champ doesn't have mandatories. The WBA super champ can only defend that title in his weight class. The franchise champ can defend that title in any division. If you defeat the super champ you become super champ (I think?). If you defeat the franchise champ you become a contender for the WBC champ in that division with consideration to become the mandatory. So if Kovalev beats Canelo at 175 he becomes the WBC diamond belt champ with consideration to become mandatory for Gvozdyk.

It appears the WBC franchise championship is essentially the WBC creating a "super" diamond title, not a super world title.

The franchise title can't be defended. It can't be unified. It's not a world title. If you beat the franchise champion, the WBC might name you the diamond champion and might name you the mandatory for the world title.
