The IBF might be a bit too strict with mandatories, whilst the WBC doesn't care about mandatory number one contenders at all. As with Charlo, he is the mandatory but the WBC does not care if he ever gets his shot against Canelo.

Sounds like Lord Haymon wants one of his guys to hold one of the titles at 160 hostage, knowing promotion politics would prevent them from fighting someone on a rival promotion.
If Canelo unifies the PBC middleweight division is worthless.
If he wants to play ball Canelo can fight this bum in September. Maybe do it in Mexico City so the location can be the draw for the fight.
