So the manager apparently mentioned Dade Promotions in the interview. Why would Ortiz have them negotiating on his behalf anyways? Let them collect their percentage fee and have others deal with this.

The man has a manager, advisor AND a promoter? For what?

Personally, I believe he is trying to save face. Team Ortiz never had any intentions of taking that offer from Eddie Hearn and DAZN. So I don't believe him.

Now looking back at Boxing Scene Articles, it was indeed the Promoter coming out saying "Low Ball"...

“After 5 days of BS we declined all of Hearn’s lowball offers and we are tired of his games. I know the magnitude of this fight. I wasn’t going to let Hearn bully me. Especially when I know they need Luis l. I mean who else could they really have to fight and that the public was willing to pay for?” Jorge Carmenate of Dade Promotions told BoxingScene.com.

“Listen, I like Joshua. I want him to continue to do good but I don’t see eye to eye with Hearn. He’s a cheat. I’m done with him. Hearn is a joke, go take advantage of some other fighter on short notice. I’m done with the games. My fighter is a top 3 heavyweight. Treat him like one.”
Luis Ortiz is being Extorted Big Time! Also being revealed that "Promoters Getting 30% Is Normal If You're Not With A Big Promotion" What?

Sadly this is common with Cuban Fighters

Promoters are prohibited by the Ali Act from taking a percentage of a fighters contracted purse, with the sole exception being purse bid scenarios where the promoter did not win the bid.

What typically happens is outfits like Dade would do what is called a "provision of services" agreement between them and the event promoter, where they agree to provide the services of their fighter for a set fee, and then they offer their fighter a lower amount for the purse.

Not one fighter who has turned down the "lowball" offer has ever made that much before and they aren't going to be making that now. Who manages these morons?

Why would he sign with such a shady promoter? Dade County Promotions?

                      Yeah...Extortion at its finest

It explains why Mr. Jorge Carmenate is asking for $10 Million because it makes him a lot of money, it has nothing to do with Ortiz. This is the ugly side of boxing and how fighters are left Broke.
