Very simple. He needs a substitute. miller is out and 10k brits are coming to see the fight with 17k tickets sold. He need s a credible replacement.What doesn't make sense about it?
Ortiz isn't a champion.
This is a voluntary, not a mandatory.
The standard is the promoter getting options on the fighter next couple of fights.
So why would Hearn deviate from the standard and let Ortiz fight his cash cow without options on his next couple of fights?

Writers: it's better off to NOT include a 'IBO'. The FIRST &major FOUR aught to of already imposed limits to even hold anything beyond their four. Why they have not is a true breakdown in leadership common sense.

Most people with eyeballs rate Ortiz as BETTER than Miller. SO why not UPGRADE the opponent instead of DOWNGRADE????
