Crawford just tore up his old deal (no idea how much time was left on that deal, tbh) to sign a brand new deal with Top Rank, with an assumed $3m per fight guarantee, basically for the rest of his prime years in the sport (if the new deal has options for outs before Crawford turns 35, I'd be shocked); Crawford's not going anywhere anytime soon.
Arum simply knows that the "talk to my promoter" Pacquiao rhetoric isn't going to work to market Crawford, and the boxing public won't stand for the nonsense that he has for Crawford in-house, killing Crawford's chance at stardom before even really getting anywhere.
Crawford will end up like Tim Bradley, a good fighter who ended up having his possible legacy stunted due to chasing the Pacquiao fight (even though he was with a small promoter, Bradley was in position to unify the belts at 140lbs against Amir Khan for an okay payday) and simply securing the most guaranteed money he could, to fight whomever Bob Arum wanted to fight, without a care as to who he was fighting. Bradley right by his family, but could've achieved much more.
After fighting Horn and Benevidez, Crawford fights Khan, and likely fights 'Mean Machine', Collazo, Bes*****, some random British/Ausie welterweight who gets positioned, possibly Shawn Porter (Porter is a good fighter, but isn't really a draw in his own right. You add the consolidation of the WBC/WBA/IBF belts behind one person, and Porter's ultra-aggressive style, I don't see Porter waiting the maybe 2 years for his shot at the new unified champion; I have doubts of him beating Ugas, and he doesn't beat Spence or Thurman), and then maybe a random like Manny Pacquiao (Pacquiao got the Broner payday, and will likely get at least one more payday, against Thurman or Spence/Mikey, to clear up any US debts and likely have made enough to settle most of the PI bill, assuming he actually did pay some US tax at the time. On his way out, if Arum can find another $20m, Pacquiao might grab another bag).
