Now, can Pugmire be wrong here? Sure, reporters are off from time to time. But he's not saying anything about 15M only being guaranteed if he wins. Fight purses are rarely ever determined by if a fighter wins or not. That part gets set in stone when you sign the contract. Now, can future purses be determined by a win or loss? That goes with saying.
