                The promoter makes the fights happen. If Eddie promotes both fighters then he has full control to prevent them from fighting, or make them fight.

                Eddie's plan was for Ortiz to be AJ's protector and use him as an obstacle to getting a fight with AJ. Just like they are doing with ***** Whyte.
