There was nothing arbitary about it.
The WBC approached Golovkin and asked him to step aside so the Cotto Canelo match could go forward. The winner was to fight Golovkin.

It was arbitrary for Cotto to implement his catchweight rules just like Golovkin fighting Brook and Martirosyan for the middleweight titles was arbitrary its not just Alvarez. Who ever has the title and money could basically do what they want but it only bothers some when certain fighters do it.
