Whyte's an easy one because Whyte has no WBA letter belt, so Whyte has no automatic ranking claim. In the WBC he has plenty, in the WBO he picked up one, but as far as the IBF and WBA are concerned his being a top ten 100% based off his performance and the ranking of who he fought. Meaning no matter how much the folks at the WBA want to rank Whyte higher they're stuck by their own rules. I believe Whyte's about as high as he can be without a lesser belt in the WBA.
Ranks 1 is Trevor, he has a WBA belt guaranteeing a ranking.
Rank 2 is Miller who picked up NABA years prior to Trevor.
Rank 3 Fres, has yet to be given a fair fight for his position and can't be removed without a loss or retirement.
Rank 4 is Whyte. ....really nothing to ***** about. Whyte might have impressed you more than Miller has but he's done nothing to get his name in the mix of guaranteed ranks.
Rank 5 is Chisora who really ought to be higher than Whyte given he just picked up a WBA lesser belt. This shows how fair the WBA actually is to Whyte. Chisora is ranked the lowest his belt will allow.
Any of them ought to be viable options for Fres. They earned their spots.

When did Miller come close to proving he had a beard? He's never fought anyone who punched back. And even if they did, they were all pretty much light hitters.
I think you should beat someone with a bit of substance before you get a world title shot. Sorry, but beating shot fighters doesn't do it for me.

I don't do a hard ranking of guys outside of the top 5 usually, but considering that Povetkin just took an L & doesn't have THAT impressive of recent resume (Price, Hammer & the best two guys are the same guys Big Baby has just beaten) I consider him 5ish.

Kabayel I can't even put into my top 10 off of the Del Boy W.
Del Boy is barely in the top 10 probably despite the Kabayel L due to that Takam W & what I feel was a close unofficial W or close official L (depending on how you viewed it) over Whyte.
And yea I could see Breazeale, Kownacki & Fury fighting for the bottom of the top ten spots.
And as for Big Baby as I said I think he's in that 5ish range off of the same 2 W's that are Povetkin's best W's in recent years over Wach & Duhaupas + the Washington W.
So putting those thoughts in a actual 1-10 ranking I think my HW top 10 would be:
1)Joshua - lock at #1
2)Wilder - lock at #2
3)Whyte - lock at #3
4)Ortiz - wouldn't argue very hard with 4-6 being in any order
5)Big Baby - wouldn't argue with very hard 4-6 being in any order
6)Povetkin - wouldn't argue very hard with 4-6 being in any order
7)Fury - wouldn't argue very hard with 7-10 being in any order
8)Parker - wouldn't argue very hard with 7-10 being in any order
9)Kownacki - wouldn't argue very hard with 7-10 being in any order
10)Breazeale - wouldn't argue very hard with 7-10 being in any order
And I guess that'd leave Del Boy at 11, but I wouldn't fault anyone for having him in the bottom of the top 10.

I'm not surprised Miller has taken those punches well, none of them could punch for toffee. If he were to be hurt by them i'd advise him to look for another profession.

What do you think that these guys come up are world beaters in a few years and every one lives happily ever after in boxing land? Who is going to give guys good fights? and one can only fight the people who are around to fight.
Washington actually has some skills, most fighters today are athletes and not fighters in the sense that they were committed to boxing from a young age. Wilder was a Bballer, AJ came up but was not into boxing as a youth.... The exceptions are actually Miller who has history as a fighter before boxing, and Fury who was brought up fighting. And both guys move well, Fury moves very well and has skills because of that...something alot of people here don't get.
Its the new paradigm. In the early days the cross overs, guys like too tall Jones for example, did not get far as boxers. The guys were too strong and had been fighters from the get go so ex footballers, etc could not compete. Today? these guys can compete because the division is not that strong.
Finally your opinion of Washington is misinformed. Its simple: watch him in the ring and take inventory: He moves relatively well, especially for being 250 plus, he is in shape, has a good jab, combo punches fairly well, with decent hand speed for a heavy weight, he has some defensive skills, I mean no he isn't going to be the champ tomorrow but the guy has skills that can be empircally validated.
