USA #1 and Mexico #2 is set in stone. If we include the amateur game then Cuba is probably #3, since they consistently win golds in pretty much every major tournament
I like collecting data. Fights from boxrec, for instance. Now in my database I have fights from May 2014 to July 2018. Out of 98K fights 15K were in US, 14K - in Mexico, GB is distant 3rd with 7600 plus fights.
Puerto Rico, even though not a country I'm assuming meets the intent of the question, has truly lost all momentum. However, historically it would have to rank up there for me due to the quality of fighters produced in comparison to the population.
Currently though, the US, Mexico and the UK have been producing the best fighters, with the US and Mexico having been on top as well on a historical level. The US and Mexico also have flat out some of the best fighters ever on their roster, so that has always been the cherry on top for them IMO.
