I've googled it and can find no record of Hearn saying that Ortiz declined the fight. What WBC WBA IBF says sounds most plausible though - Hearn pulling the slimey **** of lowballing them, then blaming them for it not happening. Whyte then refused for it to go to purse bids.
Hearn has done a video interview with thaboxingvoice though, where he says himself that Ortiz is a dangerous fight for Whyte, and is 'risky' and 'low value' (exact quotes). What that clearly translates to is 'we don't want that fight, it's too hard'.

After two warm up fights to shake off the ring rust, it's a legitimate fight. Fury said he would have like one or two more, but it's not an ideal world, he still has the balls to go America and fight Wilder, unlike Joshua.

Hearn already had a July date at the O2 in London, he wasn't going to go to a purse-bid with Ortiz in case Haymon won the purse-bid and moved the fight to the states and ****ing up the whole bill Hearn had planned. It would have been ****** to do so.

Ortiz gets paid nothing for his bum fights, so i'm sure this would have been his second biggest payday after the Wilder fight. If that's not the case, tell me how much Hearn actually offered Ortiz for the fight? Give me evidence that he was going to be underpaid? You're not making things up again are you?
