Let's assume it's true. How do you know it was the only time he used an IV?
Again, Roy Jones knew he'd be "weak" because he was always weak.
What differnence was there for his fight with Roy and any other Toney fight?
Do you have anything to support your claim that Toney nearly fainted at the weigh in?

It was the norm. Or atleast that was the normal excuse.
What piss poor performances? Erm, Williams, Sosa, Tiberi, Johnson ring any bells? Pretty much all of those were blamed on weight.
Like I said it would be easier to find a fight where he didn't have to lose massive amounts of weight as opposed to when he did. Pick one, he lost loads of weight for all of them.
