I think they should grant him an allowance for Canelo rematch in September, and make that rematch without haste. Don't let hard feelings get in the way of it, and have Derevyanchenko and Andrade fight an eliminator in the meantime.

"The IBF, WBA, WBC and WBO have a rotational system in place for instances when one boxer possesses multiple championships in the same weight class. England’s Billy Joe Saunders (26-0, 12 KOs) holds the WBO middleweight title and the IBO doesn’t order mandatory matches.
It was the WBC’s turn in the rotational system before Golovkin’s fight May 5.
The WBC’s mandatory Jermall Charlo, was unavailable to replace Alvarez on May 5 because he was already scheduled to fight Hugo Centeno Jr. on April 21. Houston’s Charlo (27-0, 21 KOs) knocked out Centeno (26-2, 14 KOs, 1 NC) in the second round to win the WBC’s interim middleweight title that night at Barclays Center in Brooklyn."

The IBF should allow Golovkin to fight Canelo in September. I understand the system now, the WBC should have their requests for the rematch taken place before any other sanctioning bodies enforce mandatories. Derevyanchenko and GGG can happen after. Easy.

Don't see how Dervy's team doesn't take the step-aside money.
Let's say Dervy makes 500k fighting GGG. GGG can offer him 500k to step aside, with the promise that fight will be after Canelo in September.
Dervy then fights GGG in December for 500k, so overall he makes 1 million to fight GGG.
If Dervy refuses the step-aside money, he can face an Andrade or Jacobs for the IBF. Maybe he makes 100k to 200k? Yes he would have a better chance at the belt, but then what? He can face GGG and make up the difference he lost by not taking the 1st option?
And those numbers are just ballpark numbers, especially the step aside money. If they offer him something like 2 million to step aside, then there is no way he should pass that up, would be silly.
As someone else pointed out though it would be strange for the IBF to be able to enforce their mandatory if the WBC is next. WBC wants the unification so don't see how the IBF has a leg to stand on at this point.

Man I remember a time when Mr Golovkin was screaming to everybody that would listen that collecting “all the belts” was his mission and purpose in life. Y’all remember. Back when the P4P King in recess André Ward called his bluff on that “anybody from 154-168” tough talk. And Mr Golovkin used the “all the belts” excuse(and several others) to avoid what would have surely been an ass pasting at the hands of the P4P King in recess. My how things have changed.
