I suspect this may be the contract as you outlined but 65/35 for AJ
Apparently rumor is the AJ Parker fight did much better than expected PPV wise and they feel they effectively over paid Parker hence the flat fee. I think they feel they have been over paying for a while and they are not keen to do it again with Wilder. The first shot will just be to temper Wilders expectations.
Povetkin first may make sense as otherwise the rematch is problematic or they would end up dropping a belt like Tyson.

That offer was just awful for a fight of this magnitude!
In the renegotiation period I expect Edward to come correct with
*2 fight Package*
*rematch clause for both*
*money split - 65(AJ)/ 35(Wilder) or 60 (AJ)/ 40(Wilder)*
*rematch clause comes with if AJ is defeated then Wilder gets reverse money split in his favor and if AJ wins then he can take more in the split*
*Fight staged in UK at Wembley Stadium and if Wilder wins then rematch staged in T Mobile arena in Las Vegas*
*AJ gets his UK PPV percentage and Wilder gets his US PPV percentage, both can get some reasonable percentage of the international PPV percentages*
Date: TBD July/September?
Now with the flat fee offer, how about putting into the contract that Joshua is willing to take in a rematch if he loses!
Fair? I know so!

Joshua is the A-side so accept it

Eddie Hearn be serious...flat fee is robbery!!!
This is a classic situation where the promoter of the A side fighter is trying to take food off the B side fighter's plate. Hearn you're not getting in the ring so stop trying to get paid like you are. The days of bilking fighters to that degree are pretty much over at this level. As I've previously posted this is a $100 mil minimum fight. So Hearn want's to pay AJ $60 mil, Wilder $12.5 mil and himself $27.5 mil. Stop it!
