According to the WADA statement the reason they take no action against athletes who test positive for clen in countries with meat contamination problems is that there is no way, at present, to determine whether they took the clen deliberately or picked it up accidentally from tainted meat.

So I don't see how testing Canelo's hair would make any difference to the present situation. If it came up positive they still wouldn't know if he was cheating or not.
