Wilder's presumably basing this on the assumption that Ortiz is the most skilled HW fighter in the world. Therefore, the fact that he beat the most skilled boxer in the world means that nobody else has the skills to beat him.
This is fairly obviously ignoring the fact that
a) Wilder survived a huge scare in the 7th round; and
b) It wasn't Ortiz's skills but his gas tank which let him down.
Props to Wilder for the win and I appreciate he's on a buzz right now and wants to capitalise on it, but I think he's getting a little ahead of himself.

There lots to like about Wilder and he's exciting to watch, but the way he's been carefully steered I his pro career makes the hype which is being churned out on a daily basis border on the ridiculous. Which is fine, it's aimed at casual fans and idiots, but anyone who cares for and follows boxing shouldn't make the mistake of buying into it. At 32 years old and with 40 pro fights wilder has maybe 2 opponents who were considered top 10 fighters in the division.
Thats two. Two fighters. A don King managed Stiferne and an Al Haymon signed Ortiz. So please understand the scepticism where these claims are concerned.
