Because Haymon is an "advisor" ... and if the only advice he's giving you is, "ask Eddie Hearn" .. what's the point of paying him for that?
Haymon is a Advisor/manager.. Every fighter has a manager and a promoter unless they promote themselves. Some guys have thier father as their manager others have thier wife (Tim Bradley). Either way every boxer needs a manager regardless if they sign with Hearn, Haymon will still be thier manager unless they choose a different manager themselves.

          Source of the rumours?

I don't think Wilder would be making those comments knowing he would be announcing a deal with the guy days later, and Spence just finalised a fight for June which I wouldn't expect just before changing promoters. Charlo was calling out Jacobs which makes sense if he's going with Hearn but his fight was re-scheduled not cancelled and I think whoever it is, Hearn will want to be setting their next fight not waiting weeks/months for them to get done with something else. Thurman or Danny Garcia might consider Hearn a good fit, IDK if Hearn is looking to build his HW and MW stable further or look at other divisions. With any WW Hearn signed he could offer them the Brook/Khan winner in 2019. I feel like Benavidez is the sort of talent a lot of promoters would like.

bradley's wife was his MANAGER, not his promoter. as far as I know, he was promoted by Bob Arum for the last 5-8 fights of his career. Not sure who promoted him before that, but it sure as hell wasn't his wife.

lol who has their father as a promoter?

you do realize what the job of the promoter is, right? Of course it is to "promote" the fight - but that means PUTTING UP THE MONEY up front for all these expenses.

most of Haymon's guys use promoters on a fight-by-fight basis. Wilder uses Lou DiBella, for example.

The names are just speculations people are posting on twitter, no one really knows. I do know Hearn wants Deontay Wilder, he's made he clear he wants to sign Wilder even asking Wilder to call him but I don't think it's Wilder. You make a good point, it must be someone who doesn't have a fight signed up as Hearn will likely announce the signing followed by announcing/promoting that guy's fight. He said it was a major signing but who knows what he means by "MAJOR".

I meant manager not promoter.. Anyone can be a manager but to be a promoter you need to have a licence. Khan's dad was his manager for example and Bradley's wife was his manager.

Haymon helps negotiate points on the package, full stop.

Anyone can get a managers licence. It's harder to get a promotional licence. And even if a normal person manages to get a promotional licence, it'll only be for one area/city.. unless you're a top promoter with the financial backing and connections you won't be able to promote as you need to get approval to promote in each city or state.
