He beat Toney like nobody else ever did. Toney was coming off of a 3 round knockout over Tim Littles.

Roy beat Malinga with ease, who gave Eubank and Benn hard fights.

He won all of his fights at the weight without losing rounds.

The only reason he left the division early, was due to boxing politics which prevented him from fighting Benn and Liles.

Yes, if you look on paper, 6/7 fights isn't hugely impressive. But if you watched him closely and you can appreciate what you're looking at, then you would realise that Roy was one of the greatest fighters to ever fight at the weight.

YES, of course his physical decline contributed to him suffering 5 knockout losses.

Again, he didn't just get knocked out because of a loss of confidence. He got knocked out because he COULD'T avoid the punches, due to diminished reflexes. Roy's whole style was based upon split second timing. How do you not know this? Those guys would never have knocked him out in his prime, because they'd never have been fast enough to have caught him.

You're talking about a guy who barely lost rounds in his prime, to getting knocked out by Green and Lebedev etc.

Again, it's common knowledge that Roy's style was based upon his incredible athleticism. Once that was taken away, he was a sitting duck at the highest level. Which is why he either needed to retire early, or adapt to compensate for his age.

The question is how you define "the best". It could be based on the best resume - who the fighter actually beat. Or it could be based on the fantasy match-up, that exist in ones heads. Or you can say - based on ability. But this is subjective. Objectively Jones did not do enough to warrant ATG status. Not enough fights with another great opponents. But if you remember him fighting, you would have a really hard time picking against him in any fantasy match-up. That is if you being honest. He will beat all the great fighters in MW and SMW silly, due to the combination of speed, reflexes and power. And I firmly believe that pre-Ruiz RJJ would've beaten Tarver convincingly.
