If he doesn't fight Spence in early 2019, he's officially ducking. I understand taking a couple tune-ups (after being injured) before fighting the guy who is arguably the best in the division.

He already flat out said he will not fight him in the entire year of 2018 that just started. He is a pro boxer and he should only need one fight to get rid of the rust and then fight Spence. What is going to change in 2019? I think it's clear he wants no part of Spence in 2018, 2019 or ever.
