From the '80s to the '90s King monopolized the best fighters by forcing representation. Using a contractual clause, anybody who wanted to challenge a boxer belonging to King had to agree to be promoted by King in the future (should he win). Those that refuses to sign their future over found it difficult to get fights, especially title bouts. Sounds like a monoply?

In sports, the best thing for the fans is a monopoly. Because fans want to see the best face the best. Fans benefited when the AFL and NFL merged or when the ABA and NBA merged. Governing bodies in boxing are fictional. You hire them to pretend to be the equivalent of the NFL or NBA, but the truth is that the promoter is the equivalent in boxing.

I very much doubt potential fighters went into other sports because Don King was around. There were other promoters to hook-up with.
