          Yes it's the second time he's turned down the fight because he wanted more money. He asked for more money this time and they weren't willing to give it to him. The only way he's gonna get the money he wants is by brining a belt to the table. The only way to get that belt is by beating Bivol. At least he's not complaining about wanting more money but not doing anything to earn it. He's actually trying to earn his higher payday. And he's going about it the hard way.
